Precise Operating Parameters

Temporal Structure

  • Event frequency: Biweekly (every 14 days)
  • Delegate term: 4 events (8 weeks)
  • Active councils: 4 simultaneously
  • Council rotation: 1 new council every event, 1 retired

Voting Requirements

  • Council quorum: No minimum (decisions made by present delegates)
  • Council approval: 66.67% (2/3) of voting delegates
  • Proposal passage: 75% (3/4) of active councils must approve
  • Voting window: During Eden Town Hall only (18:00-19:00 UTC)

Participation Guidelines

  • Delegate attendance: Strongly encouraged but not mandatory
  • Proxy voting: Written votes accepted if submitted before Town Hall?
  • Proposal submission: Open to all members via Telegram
  • Discussion participation: Open to entire community

Technical Infrastructure

  • Elections: Conducted via Fractalgram or ORDAO Custom Signals

Edge Cases and Contingencies

Incomplete Councils: If a council has fewer than 3 delegates due to absences, it can still vote with present members.

Tie Votes: If a council vote ties, it counts as non-approval (proposal needs clear majority).

Urgent Decisions: Time-sensitive proposals can be flagged for immediate consideration.

Delegate Replacement: If a delegate cannot fulfill their term, their council continues without replacement until the term ends.

Original Specification

Eden+Fractal consensus process proposal

  1. Make break-out room sessions longer by 15 minutes
  2. Each break-out room after determining rankings for weekly contributions tries to reach consensus on a delegate to elect (it can be different from the top contributor);
  3. Delegates from each break-out room together constitute a council for that week;
  4. Each council serves for 4 weeks (this means that at any point in time fractal has 4 councils);
  5. Councils from different weeks may have the same people in them;
  6. Council is said to "approve a proposal" when at least 2/3rds of its members vote to approve it, during the hour after the break-out room session;
  7. Proposal is passed once at least 3 out 4 active councils approve it, during the hour after break-out room session;
